罗海燕，主任护师，硕士研究生导师，广西壮族自治区南溪山医院党委委员、护理部主任。兼任中华护理学会眼科专业委员会专家库委员、中国老年医学会眼科护理专委会委员、广西护理学会肿瘤护理专委会副主任委员、广西妇幼保健协会护理分会副主任委员、桂林市护理学会眼科护理专委会主任委员、桂林市预防医学会感染性疾病护理专委会主任委员。

2019年赴柬埔寨、2023年赴老挝参加“消除白内障致盲行动”援外医疗队工作，获嘉奖；2025年赴日本参加康养技能人才及体系建设培训。主持、参与广西自然科学基金项目、广西适宜技术推广项目课题12项，获广西医药卫生适宜技术推广奖三等奖1项、“第四届中国护理质量大赛‘提灯奖’推荐奖”1项、中国创新大赛广西赛区总决赛三等奖1项，自治区优秀继续医学教育案例1项，国家实用专利4项。发表护理论文20余篇，其中护理类核心期刊12篇，主编专著2部。

Haiyan Luo , Chief Superintendent Nurse, Master's Supervisor, Member of the Party Committee and Director of the Nursing Department at Nanxishan Hospital of Guangxi Zhuang Autonomous Region. She also serves as an expert member of the Ophthalmic Nursing Professional Committee of the Chinese Nursing Association, a member of the Ophthalmic Nursing Committee of the Chinese Geriatric Society, Vice Chair of the Oncology Nursing Professional Committee of the Guangxi Nursing Association, Vice Chair of the Nursing Branch of the Guangxi Maternal and Child Health Care Association, Chair of the Ophthalmic Nursing Professional Committee of the Guilin Nursing Association, and Chair of the Infectious Disease Nursing Professional Committee of the Guilin Preventive Medicine Association.

In 2019, she participated in the overseas medical team for the "Cataract Blindness Elimination Mission" in Cambodia, and in 2023, she joined the same mission in Laos, receiving commendations for her work. In 2025, she attended a training program in Japan on wellness and elderly care skills and system development. She has led or participated in 12 projects funded by the Guangxi Natural Science Foundation and Guangxi Appropriate Technology Extension Program. She has received the Third Prize of the Guangxi Medical and Health Appropriate Technology Extension Award, the Recommended Award (the "Tilting Lamp Award") at the 4th China Nursing Quality Competition, the Third Prize in the Guangxi Division Finals of the China Innovation Competition, and one Guangxi Autonomous Region Outstanding Continuing Medical Education Case. She holds 4 national utility model patents. She has published over 20 nursing papers, including 12 in core nursing journals, and is the lead author of 2 monographs.
