黄小琼，主任护师，博士，硕士生导师，温州医科大学护理学院副院长。全国护理学名词编写委成人护理学名词编写分委会编委，中国卫生信息与健康医疗大数据护理标准化信息委员会常务委员，中华护理学会眼科护理专委会专家库成员，中华护理学会科普专家，浙江省护理学会眼科护理专业委员会主任委员，浙江省政府质量奖评审专家，浙江省医院标准化委员会委员，浙江省护理学会第十三届理事、  温州市护理学会副理事长，温州市科普护理专业组主任委员。

获浙江省医药卫生科技三等奖、温州市优秀科技工作者、温州市科技进步三等奖。以第一作者或通讯作者发表SCI等国内、外论文38篇，主持省部级及市厅级教改及课题18项、获8项专利，主编、副主编人民卫生出版社5部著作，参编10余部著作。指导研究生获国家级奖学金，省级优秀毕业生，成果获“省研究生优秀实践成果”。

She is a member of the Adult Nursing Terminology Subcommittee of the National Nursing Terminology Compilation Committee, Standing Member of the Nursing Standardization Information Committee of China Health Information and Health Big Data, Expert Database Member of the Ophthalmic Nursing Committee of the Chinese Nursing Association, Science Popularization Expert of the Chinese Nursing Association, Chairperson of the Ophthalmic Nursing Committee of the Nursing Society of Zhejiang Province, Evaluation Expert of the Zhejiang Provincial Government Quality Award, Member of the Zhejiang Provincial Hospital Standardization Committee, 13th Council Member of the Nursing Society of Zhejiang Province, Vice Chairperson of the Wenzhou Nursing Association, and Chairperson of the Science Popularization Nursing Professional Group of Wenzhou.

She has won the Third Prize of Zhejiang Provincial Medical and Health Science and Technology Award, the Title of Outstanding Scientific and Technological Worker of Wenzhou City, and the Third Prize of Wenzhou Science and Technology Progress Award. As first author or corresponding author, she has published 38 papers in domestic and international journals including SCI. She has led 18 provincial, ministerial, municipal, and bureau-level teaching reform and research projects, been granted 8 patents, and served as editor-in-chief or associate editor for 5 books published by People's Medical Publishing House, as well as contributing as a co-editor to more than 10 other books. Under her supervision, her graduate students have won national scholarships, been awarded the title of Provincial Outstanding Graduate, and obtained the "Provincial Outstanding Practical Achievements for Graduate Students".
