张朝凯博士，台湾诺贝尔医疗集团创办人及执行长，同时担任教育部审定教授，并在元培医大、大叶大学等高校兼任教授。张博士在眼科与医事法律领域具有卓越贡献，现任台湾医事法律学会理事长、台北市政府医事审议委员会委员，并曾担任台北地方法院医疗调解委员、台北市政府市政顾问等职务。张博士拥有深厚的学术背景，本科毕业于高雄医学大学医学系，硕士毕业于美国哈佛大学公共卫生学院，博士毕业于美国南卡罗莱纳州立大学公卫学院，并曾担任美国麻州眼耳鼻喉科专科学院（MEEI）眼科研究员。此外，他还在中国北京大学光华管理学院获得EMBA学位，并取得中国大连医科大学眼科硕士学位。迄今为止，张博士已发表百余篇国内外学术论文，出版十余部专业著作，并拥有多项国内外创新发明专利，为眼科医疗与验光技术的发展做出重要贡献。他同时积极参与国际医疗卫生学术交流，备受业内推崇。

Dr. Zhang Chaokai is the founder and CEO of the Taiwan Nobel Medical Group. He is also a professor certified by the Ministry of Education (Taiwan) and serves as an adjunct professor at institutions such as Yuanpei University of Medical Technology and Dayeh University. Dr. Zhang has made outstanding contributions to the fields of ophthalmology and medical law. He currently holds the position of Chairman of the Taiwan Medical Law Society and is a member of the Medical Affairs Review Committee of the Taipei City Government. He has previously served as a medical mediation committee member at the Taipei District Court and as a municipal advisor to the Taipei City Government.

Dr. Zhang possesses a strong academic background. He earned his medical degree from the School of Medicine at Kaohsiung Medical University, a Master of Public Health from the Harvard T.H. Chan School of Public Health in the United States, and a Doctor of Public Health from the University of South Carolina Arnold School of Public Health. He also completed a research fellowship in ophthalmology at the Massachusetts Eye and Ear Infirmary (MEEI) in the United States. Furthermore, he holds an EMBA from the Guanghua School of Management at Peking University and a Master's degree in Ophthalmology from Dalian Medical University in China.

To date, Dr. Zhang has published over a hundred academic papers in domestic and international journals, authored more than ten professional books, and holds several innovative invention patents both in Taiwan and abroad, making significant contributions to the advancement of ophthalmic medicine and optometric technology. He is also actively involved in international healthcare academic exchanges and is highly respected within the industry.
