美国加州大学伯克利分校管理学博士后，师从 "开放式创新之父" 亨利・切萨布鲁夫教授。曾获 2018 加中科技创新领军人物、2019 多伦多市长成就奖、2022 伊丽莎白女王二世白金禧年勋章，入选中央广播电视总台 "华人故事" 专题报道。

拥有二十余年国际科技创新与产业整合经验，发起创立中加创新中心及北美科创网络，2016 年促成深圳市与多伦多市缔结国际友好城市。长期主持 CES、IFA、MWC 等全球顶级科技展会与高峰论坛的策划组织工作。

2025 年 12 月，联合全球 20 家领先行业组织与龙头企业，在澳门正式发起成立世界人工智能眼镜联盟（WAEA）并任执行主席。联盟成立以来，与世界超高清视频产业联盟（UWA）共同推进全球首个 AI 眼镜行业标准编制，与 CES、IFA、MWC 三大旗舰展会建立官方合作，打造 "未来视听" 系列品牌活动，并在多地落地产业公共服务平台，全面推动 AI 眼镜产业生态全球化发展。

Dr. Liu holds a postdoctoral degree in Management from the University of California, Berkeley, where he studied under Professor Henry Chesbrough, the "Father of Open Innovation." His accolades include the 2018 Canada-China Science and Technology Innovation Leader Award, 2019 City of Toronto Mayor's Achievement Award, and 2022 Queen Elizabeth II Platinum Jubilee Medal. He was also featured in CCTV-4's acclaimed "Chinese Stories" documentary series. 

With over 20 years of experience in international technology innovation and industrial integration, Dr. Liu founded the China-Canada Innovation Center and North American Science and Technology Innovation Network, and successfully facilitated the sister city relationship between Shenzhen and Toronto in 2016. He has long chaired and organized the world's top technology events including CES, IFA and MWC.

In December 2025, Dr. Liu led the launch of WAEA in Macau with 20 leading global industry organizations and enterprises. Under his leadership, WAEA has partnered with UWA to develop the world's first AI eyewear industry standard, established official cooperation with CES, IFA and MWC to create the "Future Audio-Visual" brand series, and launched industrial public service platforms worldwide to drive the global development of the AI eyewear ecosystem.
