Dr. Li-Lian Foo is Head and Clinical Director of the Myopia Service at the Singapore National Eye Centre and Clinical Assistant Professor at Duke-NUS Medical School. She is also President of the Myopia Society of Singapore and a Consultant Ophthalmologist specialising in childhood myopia control, refractive surgery, cataract surgery, and clinical innovation.

Dr. Foo graduated with a Bachelor of Engineering with First Class Honours before pursuing her medical degree, giving her a unique interdisciplinary background that bridges medicine, technology, and innovation. She obtained her MD, Membership of the Royal College of Ophthalmologists (FRCOphth), Master of Medicine in Ophthalmology (MMed Ophth), and Graduate Diploma in Family Medicine (GDFM). Her combined training in engineering and medicine has shaped her strong interest in translational research, artificial intelligence, and precision medicine in ophthalmology.

Recognised internationally as a leading expert in myopia management, Dr. Foo was the first ophthalmologist to complete the dedicated Myopia Fellowship at the Singapore National Eye Centre. She was subsequently appointed to lead the Myopia Service and Myopia Program at SNEC, where she has been instrumental in developing evidence-based clinical protocols and advancing paediatric myopia care in Singapore and the region. In recognition of her contributions to ophthalmology, she was named one of The Ophthalmologist Power List’s Top 10 Rising Stars in 2023.

Beyond her clinical practice, Dr. Foo is deeply committed to research, education, and healthcare innovation. She has authored numerous peer-reviewed publications in leading ophthalmology journals and is an invited speaker at major international conferences across Asia-Pacific and beyond. Her current research interests include AI-driven prediction models, precision myopia management, and novel technologies for childhood myopia control. She also actively leads regional training and capacity-building initiatives, mentoring ophthalmologists and eye-care professionals throughout ASEAN and the Asia-Pacific.
